As part of a proposal to close the state’s deficit, West Virginia Governor Earl Ray Tomblin is proposing an across the board tax increase on tobacco products, including cigars. In the proposal released on Wednesday, Tomblin called for an increase in the tax on other tobacco products such as cigars from seven to 12 percent of the wholesale price. A 45-cent increase in cigarettes is also part of the proposal, as is a new 7.5 cent tax per milliliter of nicotine fluid. The governor’s proposed budget now heads to the state legislature for its approval.
