On Tuesday, the town board of Spencer, N.C. voted to ban smoking in all town parks and ball fields, though a plan on how to enforce the ban remains in development. The current plan calls for signage in the parks indicating the ban, with a possible enforcement model being patterned after that of nearby Salisbury, where park staff enforce the ban by first issuing verbal warnings, then written warnings and lastly fines from the city for those who ignore the ordinance. Spencer is home to just over 3,200 residents and is located in the central part of the state, approximately 46 miles northeast of Charlotte.
