The growing effort to raise the minimum age to purchase tobacco products to 21 in Kansas and Missouri faced a rare defeat yesterday as Jefferson City, Mo.’s public safety committee voted against raising the minimum age from 18 to 21. Jefferson City could have joined both Kansas City as well as Bonner Springs, Gardner, Gladstone, Independence, Leawood, Olathe and Prairie Village if approved. Jefferson City is the capital of Missouri. It has a population of around 40,000.
