Voters in West Plains, Mo. to Decide on New Smoking Ban

It will be the voters who decide on a proposed smoking ban in West Plains, Mo., as this week the city council approved the language of a ballot measure that will come up during the April 5 election. The vote will determine whether or not to prohibit smoking in the majority of indoor workplaces and public places. Cigar shops would be up for an exemption, as would a portion of hotel rooms, bars and other places. According to a report in the West Plains Daily Quill, the language of the ballot measure will read: Shall the City of West Plains adopt an ordinance to prohibit smoking in enclosed places of employment and public places for the purpose of reducing workers’ and citizens’ exposure to secondhand smoke and exempt the following places from the smoking prohibition: 1) private residences, unless such residence is used as a child care, adult day care or healthcare facility; 2) not more than 20 percent of the hotel or motel rooms rented to guests as smoking rooms; 3) any licensed establishment which serves liquor on the premises for which not more than 10 percent of the gross sales receipts are supplied by food purchases; and 4) retail ...
